Title II, Part A

- In place to increase the academic achievement of all students by helping schools and school districts improve teacher/principal quality and ensure that all teachers are highly qualified.
- FY 2008 budget appropriation: $2.9 billion.
Title I, Part B, Subpart 1
Reading First State Grants
Reading First State Grants
- In place to support the utilization of scientifically based reading research to implement comprehensive reading instruction for children in kindergarten through third grade.
- FY 2008 budget appropriation: $393 million.
Title II, Part D
Enhancing Education through Technology
Enhancing Education through Technology
- In place to improve student academic achievement, including technology literacy, through the effective use of technology in classrooms.
- FY 2008 budget appropriation: $267 million.
Title III
English Language Acquisition: State Formula Grant Program

- In place to assist school districts in teaching English to LEP students and to help these students meet the same state standards required of all students.
- FY 2008 budget appropriation: $700 million.
Title V, Part A

- Congress did not allocate funding for Title V for 2008-2009 however, schools may use funds carried over from previous allocations. In addition, under transferability, schools are allowed to transfer a portion of the funding they receive by formula under certain federal programs to Title V
Individuals with Disabilities Education Act (IDEA)

IDEA - General Information
The Individuals with Disabilities Education Act (IDEA) is the main federal program authorizing state and local aid for special education and related services for children with disabilities. On December 3, 2004, President Bush signed the reauthorized Individuals with Disabilities Education Act into law to:
- Ensure that all students with disabilities have available a free, appropriate public education which includes special education and related services to meet their unique needs.
- Ensure that the rights of students with disabilities and their parents are protected.
- Assist states and localities to provide for the education of all students with disabilities.
- Assess and ensure the effectiveness of efforts to educate those students.
